Narrative:

Before intercepting the ILS in VFR (marginal) I contacted jst radio and advised I would fly the ILS in. I advised when on the localizer from outside the OM and when on the localizer at the OM. Shortly thereafter (I was, maybe, 1/2 way between the OM and MM) just radio advised me that an small transport was inbound on the ILS and just passing the OM. I immediately turned right to proceed to the base leg for runway 27 at jst whereupon the small transport reported traffic in sight, me. Then he preached about my being on the localizer when he was cleared by ATC, that he passed over at +/-250', yet his first comment was traffic in sight. My right turn pegged the localizer needle off course (even though that does not show a great distance form the runway centerline), however I can't understand his commend, 'passed over me.' I feel that using the localizer (ILS) in VFR conditions in proper and even though marginal VFR, I did report my position several times while on it to/with jst radio.

Title: CLOSE PROX GA-SMT GA-SMA ON APCH TO NON TWR ARPT.

Narrative: BEFORE INTERCEPTING THE ILS IN VFR (MARGINAL) I CONTACTED JST RADIO AND ADVISED I WOULD FLY THE ILS IN. I ADVISED WHEN ON THE LOC FROM OUTSIDE THE OM AND WHEN ON THE LOC AT THE OM. SHORTLY THEREAFTER (I WAS, MAYBE, 1/2 WAY BTWN THE OM AND MM) JUST RADIO ADVISED ME THAT AN SMT WAS INBND ON THE ILS AND JUST PASSING THE OM. I IMMEDIATELY TURNED RIGHT TO PROCEED TO THE BASE LEG FOR RWY 27 AT JST WHEREUPON THE SMT RPTED TFC IN SIGHT, ME. THEN HE PREACHED ABOUT MY BEING ON THE LOC WHEN HE WAS CLRED BY ATC, THAT HE PASSED OVER AT +/-250', YET HIS FIRST COMMENT WAS TFC IN SIGHT. MY RIGHT TURN PEGGED THE LOC NEEDLE OFF COURSE (EVEN THOUGH THAT DOES NOT SHOW A GREAT DISTANCE FORM THE RWY CENTERLINE), HOWEVER I CAN'T UNDERSTAND HIS COMMEND, 'PASSED OVER ME.' I FEEL THAT USING THE LOC (ILS) IN VFR CONDITIONS IN PROPER AND EVEN THOUGH MARGINAL VFR, I DID RPT MY POS SEVERAL TIMES WHILE ON IT TO/WITH JST RADIO.
