Narrative:

Problem occurred on a short VFR flight from msy to new. I was handed over to new tower from departure about 10 me southwest of new at 1500'. New gave me a downwind for 26L. I acknowledged and descended to 1000'. I entered the pattern and turned base about 3 mi south of the field. It was my understanding that I was cleared to land 36L. I then heard another aircraft Y report he had been cut off. The controller asked if the pilot have that traffic in sight. The other pilot replied affirmative. The controller advised him to extend his downwind leg. I did not understand the picture and was concerned, so I called 'turning base to final for 36L.' I did not hear a reply so I reported, 'short 1 mi final for 36L' after a short delay. The controller instructed me to make a go around immediately. I was near the threshold at about 50-100' AGL when I started the go around. Around midfield I made a left turn and saw traffic rolling out on 36L. I got clearance to land 36L, made a short pattern and landed 36L. I called the tower to find out what actually happened. I was advised that I had come as closed as 200' from Y IFR traffic, landing 36L. I was completely unaware of the IFR traffic, tower and he was below me (and since he landed after me had must have been behind me). I feel the main factor was poor communications. The tower said she advised me of the IFR traffic, but I did not get that transmission. The problem may have been my radios. I was having trouble at msy departure with spill-over from one communication to another. I switched around and did a radio check with mxy ATC and got a 'loud and clear' both ways. However, when I approached new (on the same communication) tower xmissions were somewhat garbled. Although I did do a scan, I may have been able to better spot the other traffic if I were not preoccupied with the radios, given that I apparently missed some xmissions from the tower in the first place. But, after calling 'base to final' I received no xmissions from tower until the 'go around' call,. Which came through loud and clear!

THE CTLR ASKED IF THE PLT HAVE THAT TFC IN SIGHT. THE OTHER PLT REPLIED AFFIRMATIVE. THE CTLR ADVISED HIM TO EXTEND HIS DOWNWIND LEG. I DID NOT UNDERSTAND THE PICTURE AND WAS CONCERNED, SO I CALLED 'TURNING BASE TO FINAL FOR 36L.' I DID NOT HEAR A REPLY SO I RPTED, 'SHORT 1 MI FINAL FOR 36L' AFTER A SHORT DELAY. THE CTLR INSTRUCTED ME TO MAKE A GAR IMMEDIATELY. I WAS NEAR THE THRESHOLD AT ABOUT 50-100' AGL WHEN I STARTED THE GAR. AROUND MIDFIELD I MADE A LEFT TURN AND SAW TFC ROLLING OUT ON 36L. I GOT CLRNC TO LAND 36L, MADE A SHORT PATTERN AND LANDED 36L. I CALLED THE TWR TO FIND OUT WHAT ACTUALLY HAPPENED. I WAS ADVISED THAT I HAD COME AS CLOSED AS 200' FROM Y IFR TFC, LNDG 36L. I WAS COMPLETELY UNAWARE OF THE IFR TFC, TWR AND HE WAS BELOW ME (AND SINCE HE LANDED AFTER ME HAD MUST HAVE BEEN BEHIND ME). I FEEL THE MAIN FACTOR WAS POOR COMS. THE TWR SAID SHE ADVISED ME OF THE IFR TFC, BUT I DID NOT GET THAT XMISSION. THE PROB MAY HAVE BEEN MY RADIOS. I WAS HAVING TROUBLE AT MSY DEP WITH SPILL-OVER FROM ONE COM TO ANOTHER. I SWITCHED AROUND AND DID A RADIO CHK WITH MXY ATC AND GOT A 'LOUD AND CLR' BOTH WAYS. HOWEVER, WHEN I APCHED NEW (ON THE SAME COM) TWR XMISSIONS WERE SOMEWHAT GARBLED. ALTHOUGH I DID DO A SCAN, I MAY HAVE BEEN ABLE TO BETTER SPOT THE OTHER TFC IF I WERE NOT PREOCCUPIED WITH THE RADIOS, GIVEN THAT I APPARENTLY MISSED SOME XMISSIONS FROM THE TWR IN THE FIRST PLACE. BUT, AFTER CALLING 'BASE TO FINAL' I RECEIVED NO XMISSIONS FROM TWR UNTIL THE 'GO AROUND' CALL,. WHICH CAME THROUGH LOUD AND CLR!
