Narrative:

Assigned tower controller in charge, monitoring operations prior to relief of controllers. Aircraft 2 mi north, landing runway 18. Runway 13R closed for construction work. Vehs to coordinate with ground control prior to crossing the runway 189 on closed runway 13R. Safety representative in charge of vehs. He asked for permission to cross runway 18 and was instructed to hold short for landing traffic. Another airport veh was operating of the southeast portion of the airport and requested permission to cross runway 13L. Ground control coordinated with tower controller (local control) to cross runway 13L. Permission to cross runway 13L issued to other veh. These instructions were apparently misunderstood/confused by the safety representative who proceeded to cross runway 18 on runway 13R. The intersection (18/13R) is open. The remainder of runway 13R is closed for resurfacing/repairs. Veh was well clear of the intersection prior to the cpr X crossing the 18 landing threshold. Supervisor called at home and advised not to file paperwork as official runway incursion, just talk to operator (safety representative). Controller(south) suggested that runway 18 have the last portion (800-1000') closed from the intersection south. Suggestion refused by management (airport operator).

THESE INSTRUCTIONS WERE APPARENTLY MISUNDERSTOOD/CONFUSED BY THE SAFETY REPRESENTATIVE WHO PROCEEDED TO CROSS RWY 18 ON RWY 13R. THE INTXN (18/13R) IS OPEN.
