Narrative:

Examination of aircraft maintenance log books of 1 small aircraft X type aircraft indicated that inspection required by airworthiness directive had not been performed on schedule. Flight operations records indicate recording tachometer due date for this inspection occurred at 50 hours since ad last complied with at 100 hour inspection. Contributing factors: this aircraft on lease to FBO/flying school/charter operator. Mechanic/director of maintenance for the operator and head mechanic for the co-owned aircraft maintenance facility performed annual inspection and complied with airworthiness directive. Aircraft maintenance status board established in maintenance office prior to employment of director of maintenance, who performed inspection. Director of maintenance took other employment overseas prior to discovery of this problem. FBO/maintenance facility maintains owned fleet of 7 aircraft and 1 leased small aircraft X. All the aircraft are maintained on a 100 hour inspection schedule with all applicable recurring inspections on 100 hour intervals, annual or 2 yr schedule, wit the exception of small aircraft X which has the 50 hour inspection interval required by airworthiness directive. The small aircraft X aircraft has been maintained at this facility for over 1 yr. During that time the aircraft maintenance status board has not been altered to provide a space for the inspection interval required by the ad. Corrective action: physical inspection required by ad performed immediately on discovery of this error. No defect was found during the inspection. The aircraft maintenance status board was immediately altered to provide a space to record this particular inspection interval. A notation was placed on the aircraft maintenance status board as follows: 'change status board as required when additional type aircraft are maintained or new/revised ad's are applicable.'

Title: LEASED GA ACFT DID NOT GET THE INSPECTIONS AS REQUIRED BY AIRWORTHINESS DIRECTIVE. THE PROBLEM IS THAT ALL THE OTHER ACFT WERE ON A NORMAL 100 HOUR INSPECTION CYCLE, BUT THE LEASED ACFT REQUIRED 50 HOUR INSPECTIONS. IT BOILS DOWN TO SLOPPY PROCS ON THE PART OF THE RECENTLY DEPARTED CHIEF OF MAINTENANCE.

Narrative: EXAMINATION OF ACFT MAINT LOG BOOKS OF 1 SMA X TYPE ACFT INDICATED THAT INSPECTION REQUIRED BY AIRWORTHINESS DIRECTIVE HAD NOT BEEN PERFORMED ON SCHEDULE. FLT OPS RECORDS INDICATE RECORDING TACHOMETER DUE DATE FOR THIS INSPECTION OCCURRED AT 50 HRS SINCE AD LAST COMPLIED WITH AT 100 HR INSPECTION. CONTRIBUTING FACTORS: THIS ACFT ON LEASE TO FBO/FLYING SCHOOL/CHARTER OPERATOR. MECH/DIRECTOR OF MAINT FOR THE OPERATOR AND HEAD MECH FOR THE CO-OWNED ACFT MAINT FAC PERFORMED ANNUAL INSPECTION AND COMPLIED WITH AIRWORTHINESS DIRECTIVE. ACFT MAINT STATUS BOARD ESTABLISHED IN MAINT OFFICE PRIOR TO EMPLOYMENT OF DIRECTOR OF MAINT, WHO PERFORMED INSPECTION. DIRECTOR OF MAINT TOOK OTHER EMPLOYMENT OVERSEAS PRIOR TO DISCOVERY OF THIS PROB. FBO/MAINT FAC MAINTAINS OWNED FLEET OF 7 ACFT AND 1 LEASED SMA X. ALL THE ACFT ARE MAINTAINED ON A 100 HR INSPECTION SCHEDULE WITH ALL APPLICABLE RECURRING INSPECTIONS ON 100 HR INTERVALS, ANNUAL OR 2 YR SCHEDULE, WIT THE EXCEPTION OF SMA X WHICH HAS THE 50 HR INSPECTION INTERVAL REQUIRED BY AIRWORTHINESS DIRECTIVE. THE SMA X ACFT HAS BEEN MAINTAINED AT THIS FAC FOR OVER 1 YR. DURING THAT TIME THE ACFT MAINT STATUS BOARD HAS NOT BEEN ALTERED TO PROVIDE A SPACE FOR THE INSPECTION INTERVAL REQUIRED BY THE AD. CORRECTIVE ACTION: PHYSICAL INSPECTION REQUIRED BY AD PERFORMED IMMEDIATELY ON DISCOVERY OF THIS ERROR. NO DEFECT WAS FOUND DURING THE INSPECTION. THE ACFT MAINT STATUS BOARD WAS IMMEDIATELY ALTERED TO PROVIDE A SPACE TO RECORD THIS PARTICULAR INSPECTION INTERVAL. A NOTATION WAS PLACED ON THE ACFT MAINT STATUS BOARD AS FOLLOWS: 'CHANGE STATUS BOARD AS REQUIRED WHEN ADDITIONAL TYPE ACFT ARE MAINTAINED OR NEW/REVISED AD'S ARE APPLICABLE.'
