Narrative:

On 9/90, I was working the second of 6 scheduled shifts. I was assigned to the dr-1 position (sutro). An small aircraft called over hamilton aaf (srf) and requested a TCA clearance landing sfo. I identify the small aircraft and issued a TCA clearance at 4000'. An large transport departed sfo on a porte 7 departure. I restr him to 4000' for a departure off of oak on a skyline departure. I got busy doing other things and did not climb the large transport after passing the oak departure nor did I descend the small aircraft to 3500' after clearing other traffic at 3500'. TCA arrs are handed off to the final controller at 3500'. The large transport began his left turn on the SID and passed approximately 1/2 mi behind and 100' below the small aircraft. Air carrier traffic at oakland has doubled in the last yr and traffic at sfo has increased significantly, resulting in numerous cross over situations. There is constant pressure to move the traffic and not delay anybody. We are basically using the same route structure that has been in place for nearly 20 yrs. We are working 6 days a week and I spend 3 hours each day commuting. It is becoming extremely difficult to work at peak efficiency day after day under these demanding conditions.

Title: RADAR SEPARATION WAS LOST BETWEEN A DEPARTING ACFT AND AN INBOUND TCA ACFT.

I IDENT THE SMA AND ISSUED A TCA CLRNC AT 4000'. AN LGT DEPARTED SFO ON A PORTE 7 DEP. I RESTR HIM TO 4000' FOR A DEP OFF OF OAK ON A SKYLINE DEP. I GOT BUSY DOING OTHER THINGS AND DID NOT CLB THE LGT AFTER PASSING THE OAK DEP NOR DID I DSND THE SMA TO 3500' AFTER CLRING OTHER TFC AT 3500'. TCA ARRS ARE HANDED OFF TO THE FINAL CTLR AT 3500'. THE LGT BEGAN HIS L TURN ON THE SID AND PASSED APPROX 1/2 MI BEHIND AND 100' BELOW THE SMA. AIR CARRIER TFC AT OAKLAND HAS DOUBLED IN THE LAST YR AND TFC AT SFO HAS INCREASED SIGNIFICANTLY, RESULTING IN NUMEROUS CROSS OVER SITUATIONS. THERE IS CONSTANT PRESSURE TO MOVE THE TFC AND NOT DELAY ANYBODY. WE ARE BASICALLY USING THE SAME RTE STRUCTURE THAT HAS BEEN IN PLACE FOR NEARLY 20 YRS. WE ARE WORKING 6 DAYS A WK AND I SPEND 3 HRS EACH DAY COMMUTING. IT IS BECOMING EXTREMELY DIFFICULT TO WORK AT PEAK EFFICIENCY DAY AFTER DAY UNDER THESE DEMANDING CONDITIONS.
