Narrative:

Our aircraft was on approach to meacham field. The flight was being handled by regional approach. The controller was quite busy, so busy in fact that we told all VFR aircraft to remain clear of the frequency due to numerous aircraft transmitting at the same time. We were on vectors to meacham. The controller asked if we had the airport in sight. We responded negative. As we crossed localizer (on vector) the controller then cleared us for ILS approach. We intercepted the localizer and called the controller with the airport in sight. No response from controller. At this point we were inside the OM. Attempt was made to contact tower. Captain elected to land rather than go around. Runway was clear. Tower was contacted on landing roll. Callback conversation with reporter revealed the following: contacted the air traffic manager at meacham field for information re: frequency congestion and the coordination problem as stated in pilot report. The air traffic manager stated that meacham field is not equipped with a/north data on their BRITE scope. Dfw controllers give lineup on aircraft inbound to meacham field airport. The lack of proper/timely coordination are generally isolated. Meacham field tower is staffed with 2 local controls when traffic conditions warrant 2 controllers. We discussed the frequency congestion at dfw approach control. The atm advised at the present the westside dfw controller is responsible meacham field, alliance airport carswell AFB and dfw westside traffic. He said that dfw was establishing another sector that would relieve the traffic from westside position. The new sector will control aircraft for meacham field, alliance airport and carswell AFB. This change to occur in 9/90 or 10/90 should reduce the frequency congestion that reporter experienced. The atm stated that meacham field would soon get d-brite equipment and they would be able to accept radar handoffs from dfw.

Title: ACFT LANDED WITHOUT ATC CLRNC.

Narrative: OUR ACFT WAS ON APCH TO MEACHAM FIELD. THE FLT WAS BEING HANDLED BY REGIONAL APCH. THE CTLR WAS QUITE BUSY, SO BUSY IN FACT THAT WE TOLD ALL VFR ACFT TO REMAIN CLR OF THE FREQ DUE TO NUMEROUS ACFT XMITTING AT THE SAME TIME. WE WERE ON VECTORS TO MEACHAM. THE CTLR ASKED IF WE HAD THE ARPT IN SIGHT. WE RESPONDED NEGATIVE. AS WE CROSSED LOC (ON VECTOR) THE CTLR THEN CLRED US FOR ILS APCH. WE INTERCEPTED THE LOC AND CALLED THE CTLR WITH THE ARPT IN SIGHT. NO RESPONSE FROM CTLR. AT THIS POINT WE WERE INSIDE THE OM. ATTEMPT WAS MADE TO CONTACT TWR. CAPT ELECTED TO LAND RATHER THAN GO AROUND. RWY WAS CLR. TWR WAS CONTACTED ON LNDG ROLL. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING: CONTACTED THE AIR TFC MGR AT MEACHAM FIELD FOR INFO RE: FREQ CONGESTION AND THE COORD PROB AS STATED IN PLT RPT. THE AIR TFC MGR STATED THAT MEACHAM FIELD IS NOT EQUIPPED WITH A/N DATA ON THEIR BRITE SCOPE. DFW CTLRS GIVE LINEUP ON ACFT INBND TO MEACHAM FIELD ARPT. THE LACK OF PROPER/TIMELY COORD ARE GENERALLY ISOLATED. MEACHAM FIELD TWR IS STAFFED WITH 2 LCL CTLS WHEN TFC CONDITIONS WARRANT 2 CTLRS. WE DISCUSSED THE FREQ CONGESTION AT DFW APCH CTL. THE ATM ADVISED AT THE PRESENT THE WESTSIDE DFW CTLR IS RESPONSIBLE MEACHAM FIELD, ALLIANCE ARPT CARSWELL AFB AND DFW WESTSIDE TFC. HE SAID THAT DFW WAS ESTABLISHING ANOTHER SECTOR THAT WOULD RELIEVE THE TFC FROM WESTSIDE POS. THE NEW SECTOR WILL CTL ACFT FOR MEACHAM FIELD, ALLIANCE ARPT AND CARSWELL AFB. THIS CHANGE TO OCCUR IN 9/90 OR 10/90 SHOULD REDUCE THE FREQ CONGESTION THAT RPTR EXPERIENCED. THE ATM STATED THAT MEACHAM FIELD WOULD SOON GET D-BRITE EQUIP AND THEY WOULD BE ABLE TO ACCEPT RADAR HDOFS FROM DFW.
