Narrative:

Boi FSS called approach (ars) for an IFR off of nampa airport (man) for aircraft X; departing runway 11 in 5 minutes. Controller issued the CADKI1 (runway 29) departure instead of the ADEXE1 (runway 11) by mistake. Controller called FSS back and asked them if they still had aircraft X on frequency to change his departure to the ADEXE1. By that time; aircraft X departed and turned westbound off runway 11 direct cadki fix. Controller got ahold of aircraft X 3 west of nampa airport climbing out of 5;000 in a 4;000 MVA.traffic was moderate to busy for the sector. This is the first time I issued an IFR off man with the new departure procedures (CADKI1; ADEXE1) through FSS. I just got on position (the previous controller doesn't work with strips; I do) and didn't have a strip for the guy. Finally; just full routed through the fdio (flight data input/output) and issued the clearance with that. I felt rushed and didn't want FSS to be waiting on the line; plus I had other aircraft to talk to. None of us are very proficient with the departure procedures off man or eul. 90% of the time the aircraft depart VFR and pick up their IFR in the air. I pulled up the departure procedures and issued the first departure I saw; I didn't even bother looking at which runway it was for. Pilot didn't question the departure procedure and he flew direct cadki.next time; if I don't have time to issue an IFR to a satellite airport; they can just wait a few more minutes until I have time to do it. Aircraft are safe on the ground! Why add more complexity to a problem if it is easier and safer to hold off a few minutes? I could've had my north controller pick up the line to issue the clearance also. He had light traffic at the time.
