Narrative:
Lbg tower advised traffic on opp heading. Type and altitude unknown. I did not see the small aircraft Y due to nose high climb out attitude and light haze. When I finally saw small aircraft Y, the pilot had already made a steep descending turn to his left to avoid collision. Pilot and apparently was operating in the air traffic area (and within 10 NM of lax) west/O a mode C transponder.

Title: NMAC BETWEEN 2 SMA'S IN THE VICINITY OF LGB HARBOR.
Narrative: LBG TWR ADVISED TFC ON OPP HDG. TYPE AND ALT UNKNOWN. I DID NOT SEE THE SMA Y DUE TO NOSE HIGH CLBOUT ATTITUDE AND LIGHT HAZE. WHEN I FINALLY SAW SMA Y, THE PLT HAD ALREADY MADE A STEEP DSNDING TURN TO HIS LEFT TO AVOID COLLISION. PLT AND APPARENTLY WAS OPERATING IN THE ATA (AND WITHIN 10 NM OF LAX) W/O A MODE C XPONDER.
