Narrative:

I opened sector 12 splitting the sector from sector 03. Sector 31 had issued a crossing restriction to aircraft X to clear scheduled ZZZ airspace. When I obtained the traffic from sector 31; they informed me that aircraft X had a crossing restriction and the aircraft confirmed with them that they would get above. After monitoring; I observed that they were not going to make the restriction and turned the aircraft to the south. I reconfirmed whether they were going to climb above and the aircraft responded with affirmative. Aircraft X never made the restriction. Luckily the airspace was scheduled with no active users at the time. The users need to schedule lower altitudes in that airspace to avoid future issues like this.

Title: ZSE controllers reported a B737 not meeting a crossing restriction which resulted in an airspace violation of an active MOA.
