Narrative:

Published speed restriction at buj 230/22 (alkaid) is 250 KIAS. Captain was flying at 350 KIAS until 5 mi short of the fix when he reduced power to idle. At 19 DME (3 mi to go), ATC directed us to slow to 210 KIAS. I answered the call. ATC then queried us about our airspeed and if we were aware of the speed restriction at 22 DME. The captain took the radio from me and answered that we were at 300 KIAS and that ctrs last instructions were normal speed. The controller pointed out that we were overtaking a medium large transport and the speed at 22 DME was published at 250 KIAS. The captain's reply consisted of a double talk that I can't even remember. We xed 22 DME at 280 KIAS. A few mins later, the controller brought it up again and the captain lied that we had made the restriction. The captain's conversations with ATC were somewhat antagonistic (this is common with this guy). If the cap had deployed speed brakes at 19 DME instead of arguing with ATC we would have made the restriction. My input was minimal for a couple of reasons. I expected him to use the spdbrakes to come to a 'screeching stop'. About the time I was expecting this, ATC queried us and the captain became diverted by the ensuing conversation. On a previous occasion, after nearly missing an altitude restriction and then navigating around thunderstorms with inoperative radar, the captain told me to 'shut the F up!' very loudly (it could be heard in the cabin).

VERY LOUDLY (IT COULD BE HEARD IN THE CABIN).
