Narrative:

I was the PIC of flight approaching to land at syr. The ATIS information said visual apches to runways 14 and 10 were in use. We were vectored to runway 14 and handed off to the tower. He cleared us to land on runway 14 and hold short of runway 10. I told him I'd rather not have the restriction of holding short of runway 10. He started to get upset and then told me he would talk to me later about it and cleared me to land unrestricted and to advise him if and when we would be able to hold short of runway 10. Upon landing we were able to stop short of runway 10 and so advised the tower. During taxi in he gave me his phone number and asked me to call him which I did. When I called him he stated that he did not know how often I operated into and out of the syracuse airport, but that with the coming of spring and summer it would be a normal operation to be cleared as I had been and that he needed to know earlier than a 5 mi final that I would not accept that clearance. I told him that I would have given him more notice had I known earlier. In another incident at the syracuse airport on feb/sat/90 we were assigned runway 28 for takeoff which was bare and mostly dry. We had just landed on it and gave them a braking action good report. The ground controller cleared us to runway 28 and then offered runway 32 for takeoff. (Braking action nil.) what on earth was this person thinking of?

Title: CAPT OF ACR MLG DESCRIBES CONFRONTATION BETWEEN SYR TWR CTLR AND HIMSELF WHEN HE REFUSED TO ACCEPT A HOLD SHORT RESTRICTION TO HIS LNDG CLRNC. REPORTER ALSO DESCRIBES NUMEROUS OTHER INCIDENTS INVOLVING, FROM HIS PERCEPTION, ATC INTERFAC COORD, INTRAFAC COORD, AND WORKLOAD PROBLEMS.

Narrative: I WAS THE PIC OF FLT APCHING TO LAND AT SYR. THE ATIS INFO SAID VISUAL APCHES TO RWYS 14 AND 10 WERE IN USE. WE WERE VECTORED TO RWY 14 AND HANDED OFF TO THE TWR. HE CLRED US TO LAND ON RWY 14 AND HOLD SHORT OF RWY 10. I TOLD HIM I'D RATHER NOT HAVE THE RESTRICTION OF HOLDING SHORT OF RWY 10. HE STARTED TO GET UPSET AND THEN TOLD ME HE WOULD TALK TO ME LATER ABOUT IT AND CLRED ME TO LAND UNRESTRICTED AND TO ADVISE HIM IF AND WHEN WE WOULD BE ABLE TO HOLD SHORT OF RWY 10. UPON LNDG WE WERE ABLE TO STOP SHORT OF RWY 10 AND SO ADVISED THE TWR. DURING TAXI IN HE GAVE ME HIS PHONE NUMBER AND ASKED ME TO CALL HIM WHICH I DID. WHEN I CALLED HIM HE STATED THAT HE DID NOT KNOW HOW OFTEN I OPERATED INTO AND OUT OF THE SYRACUSE ARPT, BUT THAT WITH THE COMING OF SPRING AND SUMMER IT WOULD BE A NORMAL OPERATION TO BE CLRED AS I HAD BEEN AND THAT HE NEEDED TO KNOW EARLIER THAN A 5 MI FINAL THAT I WOULD NOT ACCEPT THAT CLRNC. I TOLD HIM THAT I WOULD HAVE GIVEN HIM MORE NOTICE HAD I KNOWN EARLIER. IN ANOTHER INCIDENT AT THE SYRACUSE ARPT ON FEB/SAT/90 WE WERE ASSIGNED RWY 28 FOR TKOF WHICH WAS BARE AND MOSTLY DRY. WE HAD JUST LANDED ON IT AND GAVE THEM A BRAKING ACTION GOOD REPORT. THE GND CTLR CLRED US TO RWY 28 AND THEN OFFERED RWY 32 FOR TKOF. (BRAKING ACTION NIL.) WHAT ON EARTH WAS THIS PERSON THINKING OF?
