Narrative:

After receiving a frequency change from phl approach (119.75) to ZNY (132.95), I looked up and saw traffic (single engine small aircraft type) 12 O'clock level. I took control of aircraft and rolled slightly to the right. We passed traffic slightly below and off our left side range about 1/2 mi. While this was going on, ZNY was issuing us a traffic report. Evidently phl approach did not paint the traffic.

Title: FLT CREW OF MLG WHILE IN CLIMB AND AT POINT OF SWITCHING FORM PHL DEP TO ZNY SAW AN SMA AND TOOK EVASIVE ACTION TO AVOID.

Narrative: AFTER RECEIVING A FREQ CHANGE FROM PHL APCH (119.75) TO ZNY (132.95), I LOOKED UP AND SAW TFC (SINGLE ENG SMA TYPE) 12 O'CLOCK LEVEL. I TOOK CTL OF ACFT AND ROLLED SLIGHTLY TO THE RIGHT. WE PASSED TFC SLIGHTLY BELOW AND OFF OUR LEFT SIDE RANGE ABOUT 1/2 MI. WHILE THIS WAS GOING ON, ZNY WAS ISSUING US A TFC RPT. EVIDENTLY PHL APCH DID NOT PAINT THE TFC.
