Narrative:

I departed sbp straight out at 2500'. An small transport passed me in opp direction at approximately 2200'. After aircraft passed I heard aircraft tell tower negative contact on traffic. Tower replied he had passed traffic approximately 1 min earlier. I heard no previous messages from tower or aircraft to either of us concerning a conflict. Apparently ATC had contacted tower too late to warn anybody early enough. As close as we passed, it's unbelievable the airline crew didn't see me. Also hard to understand why they were so low on an airport approach at that distance. Sbp tower is in place because of a similar occurrence involving a collision, but there is still a problem.

Title: CLOSE PROX ACR-SMT GA-SMA NW OF SBP.

Narrative: I DEPARTED SBP STRAIGHT OUT AT 2500'. AN SMT PASSED ME IN OPP DIRECTION AT APPROX 2200'. AFTER ACFT PASSED I HEARD ACFT TELL TWR NEGATIVE CONTACT ON TFC. TWR REPLIED HE HAD PASSED TFC APPROX 1 MIN EARLIER. I HEARD NO PREVIOUS MESSAGES FROM TWR OR ACFT TO EITHER OF US CONCERNING A CONFLICT. APPARENTLY ATC HAD CONTACTED TWR TOO LATE TO WARN ANYBODY EARLY ENOUGH. AS CLOSE AS WE PASSED, IT'S UNBELIEVABLE THE AIRLINE CREW DIDN'T SEE ME. ALSO HARD TO UNDERSTAND WHY THEY WERE SO LOW ON AN ARPT APCH AT THAT DISTANCE. SBP TWR IS IN PLACE BECAUSE OF A SIMILAR OCCURRENCE INVOLVING A COLLISION, BUT THERE IS STILL A PROB.
