ATIS was reporting freezing rain as we taxied out and we requested de-icing. After de-icing; the ATIS was still reporting freezing rain; so we waited for the weather to move away from the airfield because the [flight operations manual] states that takeoffs are not authorized in hail; heavy ice pellets; freezing rain or heavy freezing rain. While we were waiting; the weather report changed from freezing rain to light freezing rain. The dispatcher sent us a message stating we were authorized to take off in light freezing rain; but the first officer and I believed we were not allowed to take off in any intensity of freezing rain.
