Narrative:

I, flying a cpr light transport X was clrd for takeoff on runway 22. A single engine small aircraft Y was cleared to land on runway 12L to hold short of runway 22 due to departing light transport X. After the small aircraft Y acknowledged he would hold short, we were cleared to takeoff runway 22. We acknowledged cleared to takeoff and accelerated past V1. Just prior to vr. Then, at that time, I noticed the small aircraft Y crossing our runway. As our aircraft reached vr I made an evasive rotation to miss contacting the crossing aircraft Y. After we landed at our destination I telephoned the houston-hoppy tower controller. Supplemental information from acn 150950. We were advised that the pilot was a student pilot on a private pilot check ride with an FAA inspector on board. The small aircraft was repeatedly told to hold short of runway 22 for traffic taking off. I believe the inexperience of the inspector and student was the contributing factor to an almost fatal crash.

Title: FAILURE OF STUDENT PLT AND FAA ACI TO HOLD SHORT OF CROSSING RWY AS INSTRUCTED BY LCL CTLR PRODUCES CRITICAL GND CONFLICT.

Narrative: I, FLYING A CPR LTT X WAS CLRD FOR TKOF ON RWY 22. A SINGLE ENG SMA Y WAS CLRED TO LAND ON RWY 12L TO HOLD SHORT OF RWY 22 DUE TO DEPARTING LTT X. AFTER THE SMA Y ACKNOWLEDGED HE WOULD HOLD SHORT, WE WERE CLRED TO TKOF RWY 22. WE ACKNOWLEDGED CLRED TO TKOF AND ACCELERATED PAST V1. JUST PRIOR TO VR. THEN, AT THAT TIME, I NOTICED THE SMA Y XING OUR RWY. AS OUR ACFT REACHED VR I MADE AN EVASIVE ROTATION TO MISS CONTACTING THE XING ACFT Y. AFTER WE LANDED AT OUR DEST I TELEPHONED THE HOUSTON-HOPPY TWR CTLR. SUPPLEMENTAL INFO FROM ACN 150950. WE WERE ADVISED THAT THE PLT WAS A STUDENT PLT ON A PVT PLT CHK RIDE WITH AN FAA INSPECTOR ON BOARD. THE SMALL ACFT WAS REPEATEDLY TOLD TO HOLD SHORT OF RWY 22 FOR TFC TAKING OFF. I BELIEVE THE INEXPERIENCE OF THE INSPECTOR AND STUDENT WAS THE CONTRIBUTING FACTOR TO AN ALMOST FATAL CRASH.
