Narrative:

Failed to turn on center tank fuel pumps during before start checklist. Notice them during descent and center tank had 2500 pounds in it when it should have been on empty or at least less than 1000 pounds. We dropped gear early and flaps to burn some fuel from center tank. Even requested more time to get down from boston approach control. We finally landed with 900-1000 pounds in center tank. Careless checklist during before and after start. I failed to turn on and first officer failed to check that they were on.

Title: ACR FLT HAS TO BURN OFF SOME 1500 LBS EXCESS FUEL OUT OF CENTER TANK ACCOUNT FLT CREW DID NOT TURN ON CTR TANK BOOST PUMPS AS REQUIRED BY CHECKLIST DURING BEFORE ENGINE START. FUEL RESTRICTIONS ON LNDG WERE FOR TANK TO NOT EXCEED 1000 LBS OF FUEL.

WE DROPPED GEAR EARLY AND FLAPS TO BURN SOME FUEL FROM CTR TANK. EVEN REQUESTED MORE TIME TO GET DOWN FROM BOSTON APCH CTL. WE FINALLY LANDED WITH 900-1000 LBS IN CTR TANK. CARELESS CHKLIST DURING BEFORE AND AFTER START. I FAILED TO TURN ON AND F/O FAILED TO CHK THAT THEY WERE ON.
