Narrative:

We use gaters at lax. These gates share the alley with international gates 100-106. The problem is that the foreign pilots do not 'read, speak, and understand english' as required by the intent of far 61.151. The far specifically states that an ATP must be able to speak english 'west/O accent or impediment...'. 3 incidents in the past 3 weeks. Foreign air carrier taxied into position on runway 25R with an USA airlines medium large transport on short final. USA air carrier had to go around. Another foreign air carrier, after being instructed to 'turn left on juliet' (taxiway), went past juliet and turned on to the active runway 25R. A controller I met agreed, he says that most of the foreign pilots acknowledge their instructions with 'roger', and then do whatever they want. It appears that the foreign air carrier accident in new york is another example. We must improve the english of these foreign pilots! (Contact any lax controller for many more examples).

Title: PLT REPORTER COMPLAINS OF LANGUAGE BARRIER AND THE INABILITY OF FOREIGN PLTS FLT CREWS TO COMPLY WITH LAX GND AND LCL CTLR'S INSTRUCTIONS AND THAT THE SITUATION WITH NON COMPLIANCE CREATES A SAFETY HAZARD.
