Narrative:

Air carrier X, light transport, first call to eyw tower was over the eyw VOR on left base. (Well inside eyw air traffic area). Aircraft was being worked by nqx prior to switching to eyw. No 'late turn over' was coordination. I know this is beginning to sound like 'old hat', believe me I know, I've become so tired of writing these things up on the same situation, that I've not written as many up as occur. That and its hard to get other people to write them up. One controller refuses to write out a NASA report because he says it doesn't do any good. I tried to convince him that it does.
