Narrative:

I was working local control during IFR weather. I was unable to see the runway or any aircraft on final. I was relying on the ASR (airport surveillance radar) and the asde-X (airport surface detection equipment) for separation and safety. On short final; aircraft X appeared to make a major correction to the north and this caught my attention aircraft X showed up on the asde-X and appeared to be lined up on taxiway november. It took me a second to process what I was seeing; and I then instructed aircraft X to go around.
