Narrative:

While conducting ILS approach to runway 25L with side-step to runway 25R and on the G/south, approximately 8-9 mi out on localizer and on G/south. Prior to seeing the runway and prior to commencing side-step maneuver, my aircraft was forced off of the localizer to the right to avoid hitting an small transport which suddenly appeared in my left forward windscreen at my 9:30-10 O'clock position in a left turn, belly up to me and closing. He was turning a long final approach to my runway and apparently never saw me. He was cleared to follow me, but apparently he was looking at another aircraft when he called a visibility on us. He never did get behind me and had I not deviated off localizer to my right, I would have hit him. My copilot saved the day by spotting him first. We were on an ILS approach. He was conducting a visibility to follow us. He crowded me off the localizer! We were complying with all altitude and speed restrictions as depicted and requested. He appeared out of nowhere west/O warning by approach control who was supposedly monitoring the whole mess. Approach never warned me at all! I then slowed up, broke right and flew a visibility to 25R while he flew one to 25L. I had them at my 9:30-10 O'clock all the way to T/D. Since I was able to keep him in sight from that point on, I continued my approach and landing with 1 eye on him all the time. The small transport pilot was at fault for not following me as instructed, and ATC approach for not warning me of his approach to me--as I was still on an ILS approach and hadn't called the field in sight. My first officer saved the day by doing an excellent job of clearing the area!

Title: AN ACFT ON A VISUAL APCH CUT IN FRONT OF THE ACFT THAT HE WAS CLEARED TO FOLLOW.

Narrative: WHILE CONDUCTING ILS APCH TO RWY 25L WITH SIDE-STEP TO RWY 25R AND ON THE G/S, APPROX 8-9 MI OUT ON LOC AND ON G/S. PRIOR TO SEEING THE RWY AND PRIOR TO COMMENCING SIDE-STEP MANEUVER, MY ACFT WAS FORCED OFF OF THE LOC TO THE RIGHT TO AVOID HITTING AN SMT WHICH SUDDENLY APPEARED IN MY LEFT FORWARD WINDSCREEN AT MY 9:30-10 O'CLOCK POS IN A LEFT TURN, BELLY UP TO ME AND CLOSING. HE NEVER DID GET BEHIND ME AND HAD I NOT DEVIATED OFF LOC TO MY RIGHT, I WOULD HAVE HIT HIM. MY COPLT SAVED THE DAY BY SPOTTING HIM FIRST. WE WERE ON AN ILS APCH. HE WAS CONDUCTING A VIS TO FOLLOW US. HE CROWDED ME OFF THE LOC! WE WERE COMPLYING WITH ALL ALT AND SPD RESTRICTIONS AS DEPICTED AND REQUESTED. HE APPEARED OUT OF NOWHERE W/O WARNING BY APCH CTL WHO WAS SUPPOSEDLY MONITORING THE WHOLE MESS. APCH NEVER WARNED ME AT ALL! I THEN SLOWED UP, BROKE RIGHT AND FLEW A VIS TO 25R WHILE HE FLEW ONE TO 25L. I HAD THEM AT MY 9:30-10 O'CLOCK ALL THE WAY TO T/D. SINCE I WAS ABLE TO KEEP HIM IN SIGHT FROM THAT POINT ON, I CONTINUED MY APCH AND LNDG WITH 1 EYE ON HIM ALL THE TIME. THE SMT PLT WAS AT FAULT FOR NOT FOLLOWING ME AS INSTRUCTED, AND ATC APCH FOR NOT WARNING ME OF HIS APCH TO ME--AS I WAS STILL ON AN ILS APCH AND HADN'T CALLED THE FIELD IN SIGHT. MY F/O SAVED THE DAY BY DOING AN EXCELLENT JOB OF CLRING THE AREA!
