Narrative:

On takeoff from hpn (westchester airport) crew did not turn right to a heading of 320 degree at 800' as depicted on the westchester-9 SID. Departure control asked if we were in a right turn. He asked if we were assigned a SID on our clearance. We replied affirmative, he then indicted we better comply. A turn to 320 degrees was immediately began. The remainder of flight was uneventful. Contributing factors to not complying with the SID were several. First both the captain and first officer were rushed during the 25 min ground time. Also this was the first officer's first time into westchester, the captain made a point of the airspeed restriction of 190 KTS which is 20 KTS slower than our aircraft's normal speed. The SID itself is a fold out page with the turn description being on the far right side. Both te captain and first officer missed this description! There were many distrs during ground time ground personnel, agents, F/a, etc. Also, the actual departure was loaded into the FMC, unfortunately the initial turn was not included. Neither the captain nor first officer set te 320 degree heading in the heading select window, nor did we discuss te departure procedure except for the speed restriction. On this departure also had difficulty leveling off at the reassigned initial altitude of 2000'. The F/D did not command a level off at the new altitude therefore, causing a slight over shoot of 2000' to approximately 2300'. Probably suggest flying this departure manually rather than using the F/D system. Suggestions to prevent this situation from happening would be to always review and discuss all restrictions with all crew members and not depend on the computer.

Title: MLG FLT CREW FAILS TO COMPLY WITH REQUIRED TURN ON SID.

Narrative: ON TKOF FROM HPN (WESTCHESTER ARPT) CREW DID NOT TURN R TO A HDG OF 320 DEG AT 800' AS DEPICTED ON THE WESTCHESTER-9 SID. DEP CTL ASKED IF WE WERE IN A R TURN. HE ASKED IF WE WERE ASSIGNED A SID ON OUR CLRNC. WE REPLIED AFFIRMATIVE, HE THEN INDICTED WE BETTER COMPLY. A TURN TO 320 DEGS WAS IMMEDIATELY BEGAN. THE REMAINDER OF FLT WAS UNEVENTFUL. CONTRIBUTING FACTORS TO NOT COMPLYING WITH THE SID WERE SEVERAL. FIRST BOTH THE CAPT AND F/O WERE RUSHED DURING THE 25 MIN GND TIME. ALSO THIS WAS THE F/O'S FIRST TIME INTO WESTCHESTER, THE CAPT MADE A POINT OF THE AIRSPD RESTRICTION OF 190 KTS WHICH IS 20 KTS SLOWER THAN OUR ACFT'S NORMAL SPD. THE SID ITSELF IS A FOLD OUT PAGE WITH THE TURN DESCRIPTION BEING ON THE FAR R SIDE. BOTH TE CAPT AND FO MISSED THIS DESCRIPTION! THERE WERE MANY DISTRS DURING GND TIME GND PERSONNEL, AGENTS, F/A, ETC. ALSO, THE ACTUAL DEP WAS LOADED INTO THE FMC, UNFORTUNATELY THE INITIAL TURN WAS NOT INCLUDED. NEITHER THE CAPT NOR F/O SET TE 320 DEG HDG IN THE HDG SELECT WINDOW, NOR DID WE DISCUSS TE DEP PROC EXCEPT FOR THE SPD RESTRICTION. ON THIS DEP ALSO HAD DIFFICULTY LEVELING OFF AT THE REASSIGNED INITIAL ALT OF 2000'. THE F/D DID NOT COMMAND A LEVEL OFF AT THE NEW ALT THEREFORE, CAUSING A SLIGHT OVER SHOOT OF 2000' TO APPROX 2300'. PROBABLY SUGGEST FLYING THIS DEP MANUALLY RATHER THAN USING THE F/D SYS. SUGGESTIONS TO PREVENT THIS SITUATION FROM HAPPENING WOULD BE TO ALWAYS REVIEW AND DISCUSS ALL RESTRICTIONS WITH ALL CREW MEMBERS AND NOT DEPEND ON THE COMPUTER.
