Narrative:

I was talking to ZZZ tower and they said I was barely in the tfr at [the stadium]. I told them there was no tfr because the stadium seating capacity was [less than 30;000]. For the tfr to be in effect; the stadium must hold 30;000 or more. I told [tower] that I had an email from the FAA to confirm there is no tfr. I flew more to the south to make the controller happy. According to my GPS; I was less than 1/4 mile in the tfr circle. There is still ongoing debates with the [sports teams]; TRACON and the FAA whether or not there was a tfr or not. If you read the fdc/NOTAM; it's very clear that the tfr was not in effect because of the seating capacity.
