Narrative:

Asked for flight arsa service to orl. Was asked to climb to 2500' but was unable. Given a heading, but unable for VFR. I asked for SVFR, but was declined. Previous aircraft (PIREP) could not maintain VFR on final for 25 orl. At this time we reported PIREP VFR for 10 mi radius. ATC declined our PIREP. We were VFR at the time. Handoff to next controller who cleared us VFR to contact tower. No problem VFR to landing. Do not understand why our PIREP was declined stating VFR at 10 mi and airport in sight.

HDOF TO NEXT CTLR WHO CLRED US VFR TO CONTACT TWR. NO PROB VFR TO LNDG. DO NOT UNDERSTAND WHY OUR PIREP WAS DECLINED STATING VFR AT 10 MI AND ARPT IN SIGHT.
