Narrative:

I was working coordinator position. Departure controller was asked if I could release an IFR departure (small aircraft X) with IFR small aircraft Y IFR on approach, 10-15 mi out. Departure control approved. I went to type in a flight plan, departure controller relived Y another departure controller. When I came back, new controller was talking to departure with arrival not yet landed. I do not know that sep was lost or if tower provided visibility sep. Callback conversation with reporter revealed the following: reporter stated that the letter of agreement does not contain a tie restriction of when the tower has to have an aircraft off or recoordinate for release of the aircraft. Position relief had taken place and the new controller had not been briefed about small aircraft X release off pou. Reporter was busy with other duties and could not, or would not, say what happened. Reporter seemed hostile toward FAA facility management. Reporter is a union member. Reporter had to be counseled on the intent of the NASA ASRS reporting system. Aircraft type's were small aircraft X and small aircraft Y.

I WENT TO TYPE IN A FLT PLAN, DEP CTLR RELIVED Y ANOTHER DEP CTLR. WHEN I CAME BACK, NEW CTLR WAS TALKING TO DEP WITH ARR NOT YET LANDED. I DO NOT KNOW THAT SEP WAS LOST OR IF TWR PROVIDED VIS SEP. RPTR SEEMED HOSTILE TOWARD FAA FAC MGMNT. RPTR IS A UNION MEMBER. RPTR HAD TO BE COUNSELED ON THE INTENT OF THE NASA ASRS RPTING SYS. ACFT TYPE'S WERE SMA X AND SMA Y.
