Narrative:

Despite the existence of an LOA requiring los angeles ATCT to coordination, they released a jet departure off of santa monica airport without coordinating with the los angeles approach area departure coordinator. The aircraft checked on frequency climbing to 3000 ft on a collision course with a VFR aircraft receiving flight following. Fortunately the westwind checked on frequency in time to stop his climb 500 ft below the VFR aircraft.

Title: DEP COORDINATOR AT LAX TWR FORGOT TO COORD WITH DEP CTLR AND RELEASED AN IFR WW24 FOR DEP OFF A SATELLITE ARPT. DEP CTLR WAS ABLE TO STOP THE WW24 CLB BELOW A VFR PA28 THAT WAS TRAVERSING THE AREA AND GETTING TA'S. POTENTIAL CONFLICT LTSS WAS AVOIDED.

THE ACFT CHKED ON FREQ CLBING TO 3000 FT ON A COLLISION COURSE WITH A VFR ACFT RECEIVING FLT FOLLOWING. FORTUNATELY THE WESTWIND CHKED ON FREQ IN TIME TO STOP HIS CLB 500 FT BELOW THE VFR ACFT.
