Narrative:

I was working pacific when air carrier X called me on the departure opposite direction (we were south; he departed north). We've complained about this procedure and this is the third time they've entered below the minimum vectoring altitude (MVA) that our crew knows about. Air carrier X was entering a 3500 foot MVA level at 3000 feet because we did not talk to him in time. If it was 1 minute later air carrier X would have hit a 5200 foot MVA; followed by 5800; 7800 foot MVA. Change the procedure. Opposite direction departure should not be cleared well below the mountains when they turn into the mountain within a matter of minutes.change the procedure.
