Narrative:

This was my first flight into charlotte since a new departure procedure became effective. (Hornet one departure). Procedure calls for maintaining 250 KTS until advised by ATC. I am a check airman. I was giving initial line experience to a brand new first officer who flew the leg. Prior to departure my first officer discovered that his newly issued manual did not include the new departure procedure. I loaned him mine and made a mental note about the 250 KT restriction. After takeoff my first officer did a nice job of flying the approved procedure and when he passed through 10000' MSL he began to accelerate to normal climb speed. I completely forgot the new restriction (as did the new first officer). ATC inquired about our speed shortly afterward (we had reached 300 KTS) and only then did I remember the restriction. I told the truth, and apologized for the mistake. At the request of ATC we reduced as rapidly as possible to 250 KTS. I know of no traffic conflict that happened as a result of the speed over-run. In thinking about the event, it occurs to me that when a change in a procedure calls for a significant departure from an established normal action (it is natural to accelerate out of 10000'), perhaps flight crews should be reminded of the new procedure for a significant time period after implementation of the change. This could easily be done with a short statement on ATIS or by departure control.

Title: MLG FLT CREW FLYING NEW DEP PROC FORGETS SPEED RESTRICTION. SPEED DEVIATION.

Narrative: THIS WAS MY FIRST FLT INTO CHARLOTTE SINCE A NEW DEP PROC BECAME EFFECTIVE. (HORNET ONE DEP). PROC CALLS FOR MAINTAINING 250 KTS UNTIL ADVISED BY ATC. I AM A CHK AIRMAN. AFTER TKOF MY F/O DID A NICE JOB OF FLYING THE APPROVED PROC AND WHEN HE PASSED THROUGH 10000' MSL HE BEGAN TO ACCELERATE TO NORMAL CLB SPD. I COMPLETELY FORGOT THE NEW RESTRICTION (AS DID THE NEW F/O). ATC INQUIRED ABOUT OUR SPD SHORTLY AFTERWARD (WE HAD REACHED 300 KTS) AND ONLY THEN DID I REMEMBER THE RESTRICTION. I TOLD THE TRUTH, AND APOLOGIZED FOR THE MISTAKE. AT THE REQUEST OF ATC WE REDUCED AS RAPIDLY AS POSSIBLE TO 250 KTS. I KNOW OF NO TFC CONFLICT THAT HAPPENED AS A RESULT OF THE SPD OVER-RUN. IN THINKING ABOUT THE EVENT, IT OCCURS TO ME THAT WHEN A CHANGE IN A PROC CALLS FOR A SIGNIFICANT DEP FROM AN ESTABLISHED NORMAL ACTION (IT IS NATURAL TO ACCELERATE OUT OF 10000'), PERHAPS FLT CREWS SHOULD BE REMINDED OF THE NEW PROC FOR A SIGNIFICANT TIME PERIOD AFTER IMPLEMENTATION OF THE CHANGE. THIS COULD EASILY BE DONE WITH A SHORT STATEMENT ON ATIS OR BY DEP CTL.
