Narrative:

Tower cleared me 'runway 16 intersection. Position and hold'. This was immediately after a twin-engine commuter had landed and turned off of runway. As I taxied into position I could see the landing lights of an aircraft on about a 4 mi final. Immediately after taking position a series of 3 or 4 aircraft called to request landing instructions. The tower talked to each of them in turn which took up perhaps 60/75 seconds. In the meantime I am becoming increasingly nervous about the aircraft on final. I didn't want to butt in because I thought I would only made a bad situation worse. The incoming aircraft also made no inquiry. (In fact it would have been virtualyy impossible to get in because of the constant talk between tower and the other aircraft). About 90 seconds after taking position the tower came through frantically 'light transport XXX?, go around, go around, aircraft on the runway'. About 2/3 seconds later the light transport roared by overhead at about 50'. There was no further comment from anyone other than 'nxx? Cleared for takeoff right turn approved, contact departure on XXX'. Comment. The tower controller was obviously harried, flustered and probably inexperienced. In my opinion he should have given me immediate takeoff clearance, or advised light transport of possible 'go around', and told other arriving aircraft to stand-by. Also I think it is poor practice to give 'position and hold' on intersection takeoffs, particularly at busy times like dpm to FPM at hpn. (I did not request the intersection takeoff, although I knew it was SOP from the north taxiway.

Title: CLOSE PROX GA-SMT GA-LTT. SMT WAS HOLDING ON RWY FOR AN INTERSECTION TKOF LTT ON SHORT FINAL HAD TO GO AROUND.

Narrative: TWR CLRED ME 'RWY 16 INTXN. POS AND HOLD'. THIS WAS IMMEDIATELY AFTER A TWIN-ENG COMMUTER HAD LANDED AND TURNED OFF OF RWY. AS I TAXIED INTO POS I COULD SEE THE LNDG LIGHTS OF AN ACFT ON ABOUT A 4 MI FINAL. IMMEDIATELY AFTER TAKING POS A SERIES OF 3 OR 4 ACFT CALLED TO REQUEST LNDG INSTRUCTIONS. THE TWR TALKED TO EACH OF THEM IN TURN WHICH TOOK UP PERHAPS 60/75 SECONDS. IN THE MEANTIME I AM BECOMING INCREASINGLY NERVOUS ABOUT THE ACFT ON FINAL. I DIDN'T WANT TO BUTT IN BECAUSE I THOUGHT I WOULD ONLY MADE A BAD SITUATION WORSE. THE INCOMING ACFT ALSO MADE NO INQUIRY. (IN FACT IT WOULD HAVE BEEN VIRTUALYY IMPOSSIBLE TO GET IN BECAUSE OF THE CONSTANT TALK BTWN TWR AND THE OTHER ACFT). ABOUT 90 SECONDS AFTER TAKING POS THE TWR CAME THROUGH FRANTICALLY 'LTT XXX?, GO AROUND, GO AROUND, ACFT ON THE RWY'. ABOUT 2/3 SECONDS LATER THE LTT ROARED BY OVERHEAD AT ABOUT 50'. THERE WAS NO FURTHER COMMENT FROM ANYONE OTHER THAN 'NXX? CLRED FOR TKOF RIGHT TURN APPROVED, CONTACT DEP ON XXX'. COMMENT. THE TWR CTLR WAS OBVIOUSLY HARRIED, FLUSTERED AND PROBABLY INEXPERIENCED. IN MY OPINION HE SHOULD HAVE GIVEN ME IMMEDIATE TKOF CLRNC, OR ADVISED LTT OF POSSIBLE 'GO AROUND', AND TOLD OTHER ARRIVING ACFT TO STAND-BY. ALSO I THINK IT IS POOR PRACTICE TO GIVE 'POS AND HOLD' ON INTXN TKOFS, PARTICULARLY AT BUSY TIMES LIKE DPM TO FPM AT HPN. (I DID NOT REQUEST THE INTXN TKOF, ALTHOUGH I KNEW IT WAS SOP FROM THE N TXWY.
