Narrative:
2 aircraft cleared for an approach at FOD at the same time. Small transport X ILS 6 cleared at XX18Z, small transport Y VOR 12 cleared at XX27Z. Both aircraft were small transport aircraft. The problem was human error. This is a non radar environment and non radar arrival rules must apply. This was a failure to scan known traffic prior to issuing a clearance to aircraft. When the first aircraft landed the second was about 6 mi away from the airport inbound.

Narrative: 2 ACFT CLRED FOR AN APCH AT FOD AT THE SAME TIME. SMT X ILS 6 CLRED AT XX18Z, SMT Y VOR 12 CLRED AT XX27Z. BOTH ACFT WERE SMT ACFT. THE PROB WAS HUMAN ERROR. THIS IS A NON RADAR ENVIRONMENT AND NON RADAR ARR RULES MUST APPLY. THIS WAS A FAILURE TO SCAN KNOWN TFC PRIOR TO ISSUING A CLRNC TO ACFT.
