Narrative:

After engine start broadcast taxiout on CTAF unicom. Contacted clearance delivery 118.55 broadcast runway and intentions. Was told aircraft on ILS 24 told to hold for release. After IFR clearance copy and readback. Inbound aircraft lands taxis off considerable wait (3-5 mins). Inquiry results in takeoff release with 3 mins time constraint to contact 134.8 ATC. Complete checklist switched to CTAF to announce takeoff. Looking down to left prior to runway incursion noticed another aircraft in landing rollout. Broadcast 'holding short with at least 2 mins remaining' on restriction, no cause for concern. After landing aircraft taxied off he remarked that I should have heard his marker report not wishing to continue discourse. Reassured no hazard or danger, and devoted myself to operating my aircraft. The reason for this report is to set forth the systemic communication problem attending IFR at on tower airport. Wind dictated 06 (040 degrees, 8 KTS), ceiling and visibility dictated ILS 24 (300', 3/4). 3 radio frequencys involved. Apparently everyone observed safe practice as published. 1 aircraft was commuter and I don't know what he will do or say, so I have to protect myself and report what everyone who flies out of state college knows--names, the place needs a tower. In closing, I might add I had a right seat passenger who can confirm the events as the speaker was in use, and I requested release confirmation twice to be absolutely sure.
