Narrative:

On 3RD x-country (300 mi) kupper to harrisburg to cape may to kupper. Discovered 1 radar and both VOR's out at harrisburg. On way to cape may reduced from 5500' to 3500' then 2500' because of WX and clouds. Followed wrong river and wound up at wollops is. Did not know where I was. Put all lights on and landed.
