Narrative:

While vectoring light transport (IFR cvg-hts) for a visibility approach at hts, the pilot reported to me that he saw traffic pass very near him. At the time the aircraft was on an assigned heading of 130 degree at 2600' MSL. This heading took the aircraft 4 NM northeast of a small uncontrolled field that is on the ohio side of the ohio river (htw). During his vector for the approach, I had issued several heading and altitude restrictions due to other traffic, and did not see a target or transponder return in the area 10 NM northeast of hts. As the pilot passed through this area, he asked if I saw traffic pass close to him. I replied negative. Once on the ground, the pilot informed the watch supervisor that it appeared to be a single engine small aircraft, 1 1/2 mi away and at the same altitude. The other aircraft did not establish contact with me. At the time of the event, I cannot recall if the aircraft had been cleared for a visibility approach yet. Time of event, approximately xx:45Z, and I had been on position approximately 20 min.

Title: PLT BEING VECTORED FOR A VISUAL APCH SAW ANOTHER ACFT AT HIS ALT.

Narrative: WHILE VECTORING LTT (IFR CVG-HTS) FOR A VIS APCH AT HTS, THE PLT RPTED TO ME THAT HE SAW TFC PASS VERY NEAR HIM. AT THE TIME THE ACFT WAS ON AN ASSIGNED HDG OF 130 DEG AT 2600' MSL. THIS HDG TOOK THE ACFT 4 NM NE OF A SMALL UNCTLED FIELD THAT IS ON THE OHIO SIDE OF THE OHIO RIVER (HTW). DURING HIS VECTOR FOR THE APCH, I HAD ISSUED SEVERAL HDG AND ALT RESTRICTIONS DUE TO OTHER TFC, AND DID NOT SEE A TARGET OR XPONDER RETURN IN THE AREA 10 NM NE OF HTS. AS THE PLT PASSED THROUGH THIS AREA, HE ASKED IF I SAW TFC PASS CLOSE TO HIM. I REPLIED NEGATIVE. ONCE ON THE GND, THE PLT INFORMED THE WATCH SUPVR THAT IT APPEARED TO BE A SINGLE ENG SMA, 1 1/2 MI AWAY AND AT THE SAME ALT. THE OTHER ACFT DID NOT ESTABLISH CONTACT WITH ME. AT THE TIME OF THE EVENT, I CANNOT RECALL IF THE ACFT HAD BEEN CLRED FOR A VIS APCH YET. TIME OF EVENT, APPROX XX:45Z, AND I HAD BEEN ON POS APPROX 20 MIN.
