Narrative:
Local control requested approval for an opposite direction operation for; a flight of 4 [military fighter jets] to runway 27. It was some time before they actually departed. I forgot about the opposite direction approval. Meanwhile [aircraft Y] was being vectored onto the ILS runway 9 approach VFR. I cleared this aircraft for a practice approach to runway 9 and switched the aircraft to tower. Then [the] flight of four departed. I am not sure how close these to aircraft were but way too close for my comfort. They were at least in my estimation 2 miles from each other at the same altitude at about 3000 feet. [Aircraft Y] was descending on the approach and [the flight of four] was ascending to 6000 feet. This situation was all my fault just a lack of focus on my part.
