Narrative:

This event involves two blown tires on landing at washington national due to malfunctioning antiskid. Conditions surrounding event were as follows. WX as reported on ATIS (8 overcast 6 fog 62/60 100/14.29.95 ILS 36). Over bwi noticed thunderstorm activity south/southwest of dca moving north/northeast. Captain checked on with approach registered concern for approaching WX asked if there would be any delays. We indicated that if we delayed the approach we would elect to hold to wait storm passage. They indicated we could go right in and vectored us for right base for runway 36 behind small transport. Encountered area of moderate rain/light turbulence. Continued with second vector to 340 degrees to intercept. Rain diminished slightly. Made visibility contact with airport at 1000' MSL slightly high on glide reference plus 12 KIAS. 500' AGL captain reported sink 700, reference plus 12 no flags flaps 50 degrees in slot. T/D normal in taz reversers deployed captain called EPR's of centerline. Tower reported blown tires. Stowed reversers. Captain took control. Tried to make 33/15 turnoff. Tower reported smoke from left main carriage. We concurred. No fire. I brought flaps to for possible evacuation then used PA to tell passengers of situation but to remain seated. Captain reported to tower that he was unable to taxi. Crash fire rescue equipment personnel responded immediately. Deplaned passenger on runway 36. Maintenance responded with air bag and wingjack to aircraft to change tires. Supplemental information from acn 144155. This was first officer's leg, so I was handling the radio communications.
