Narrative:

On a vector I noted a widebody transport heavy aircraft in a climbing left turn off of jfk. This climbing turn looked like it would take it in front of me through my altitude. I did not receive any traffic advisory concerning this aircraft. ATC with an agitated voice gave an aircraft an immediate left turn to 150 degrees (probably the one in front of me). The instruction to turn immediately was given twice more in an excited voice. The other aircraft was about 1 mi, possibly more in front, passing left to right. Moments later we were jolted by its wake turbulence was we crossed it perpendicular to the other aircraft's flight path. Controller workload or possible inexperience may have caused ATC to turn this aircraft too early upon its departure from jfk. This seems to be a human performance type problem.

Title: TRACON RADAR CTLR FAILED TO PROVIDE STANDARD IFR SEPARATION BETWEEN AN ENROUTE ACFT AND DEPARTING ACFT OFF JFK.

Narrative: ON A VECTOR I NOTED A WDB HVY ACFT IN A CLBING LEFT TURN OFF OF JFK. THIS CLBING TURN LOOKED LIKE IT WOULD TAKE IT IN FRONT OF ME THROUGH MY ALT. I DID NOT RECEIVE ANY TFC ADVISORY CONCERNING THIS ACFT. ATC WITH AN AGITATED VOICE GAVE AN ACFT AN IMMEDIATE LEFT TURN TO 150 DEGS (PROBABLY THE ONE IN FRONT OF ME). THE INSTRUCTION TO TURN IMMEDIATELY WAS GIVEN TWICE MORE IN AN EXCITED VOICE. THE OTHER ACFT WAS ABOUT 1 MI, POSSIBLY MORE IN FRONT, PASSING LEFT TO RIGHT. MOMENTS LATER WE WERE JOLTED BY ITS WAKE TURB WAS WE CROSSED IT PERPENDICULAR TO THE OTHER ACFT'S FLT PATH. CTLR WORKLOAD OR POSSIBLE INEXPERIENCE MAY HAVE CAUSED ATC TO TURN THIS ACFT TOO EARLY UPON ITS DEP FROM JFK. THIS SEEMS TO BE A HUMAN PERFORMANCE TYPE PROB.
