Narrative:

We had received a clearance to cross 10 east of top at 5000. We were descending out of 9000'. The captain was in the process of getting ATIS when at my 12:30 position and slightly below me I saw a single engine, small aircraft Y headed southwest. I took evasive action with a turn to the left and a stop of the descent. We then informed center of the conflict but they showed no radar target. The captain contacted the topeka billard tower and they were unaware of any traffic in the area.

Narrative: WE HAD RECEIVED A CLRNC TO CROSS 10 E OF TOP AT 5000. WE WERE DSNDING OUT OF 9000'. THE CAPT WAS IN THE PROCESS OF GETTING ATIS WHEN AT MY 12:30 POS AND SLIGHTLY BELOW ME I SAW A SINGLE ENG, SMA Y HEADED SW. I TOOK EVASIVE ACTION WITH A TURN TO THE L AND A STOP OF THE DSNT. WE THEN INFORMED CTR OF THE CONFLICT BUT THEY SHOWED NO RADAR TARGET. THE CAPT CONTACTED THE TOPEKA BILLARD TWR AND THEY WERE UNAWARE OF ANY TFC IN THE AREA.
