Narrative:

I would like to report an event that occurred on apr/tue/90 between XA00Z and XB00Z. I am a flight instructor in clarksville, tn. On apr/thur/90 I endorsed student pilot for a solo x-country flight from clarksville, tn (ckv) to bowling green, ky (bwg) in an small aircraft. As accurately as I can determine mr. Right was blown east of course and bypassed bwg. The trip was originally planned for 40 mins flying time from ckv to bwg. After missing several checkpoints and exceeding his ETA he called bowling green FSS for assistance. Bowling green FSS turned mr. Right over to memphis center. After locating mr. Right somewhere north of glasgow, ky (glw), memphis center turned mr right over to indianapolis center, where he was instructed to squawk XXXX. Mr. Right was finally vectored to bowling green where he stopped 2.3 hours after departing clarksville. I flew to bowling green with another pilot to retrieve the airplane and student. The briefers at bowling green FSS informed me that an emergency had been declared by indianapolis center. I spoke with a mr. Left, shift supervisor, who supervised at the time of event. He told me that center had a problem communicating with mr right due to his poor english. Attempts to help mr right use his VOR were unsuccessful. Mr left said that GADO would be notified. Mr. Left didn't think any violations had occurred. The flight school is operated under part 141 with a multinational student body in excess of 40 students. Mr. Right is enrolled in a far 141 approved private pilot airplane course. Mr. Right is from mid east and his english language capabilities are quite good. At the time of event mr. Right had a total of 17 hours, 2.4 solo, and 4 hours dual x-country. He also has previous flight time from training in the mid east which is not included in these figures. I have 1200 hours total with over 800 hours instruction given. I have been instructing 1 yr this month. I have given 34 flight test endorsements and have had only 3 failures. After reviewing mr right's records I have found all training to be in order. We had flown the same x-country to bowling green on the previous day, apr/wed/90. I have discussed the matter with the chief flight instructor and have set up a remedial program with mr right that will include additional flight instruction, navigation, and radio procedures. Mr right will not fly outside of the traffic pattern until this program is complete and a satisfactory progress check flight with the chief flight instructor. I believe this is the best course of action. I questioned mr. Right and found that he had a misconception on the use of the VOR that I failed to notice.

MR R WILL NOT FLY OUTSIDE OF THE TFC PATTERN UNTIL THIS PROGRAM IS COMPLETE AND A SATISFACTORY PROGRESS CHECK FLT WITH THE CHIEF FLT INSTRUCTOR. I BELIEVE THIS IS THE BEST COURSE OF ACTION. I QUESTIONED MR. R AND FOUND THAT HE HAD A MISCONCEPTION ON THE USE OF THE VOR THAT I FAILED TO NOTICE.
