Narrative:

While taxiing to runway 7 for takeoff I rolled across the hold line while switching radios from ground to tower and turning off the taxi light for landing aircraft. Hold line was moved back approximately 6 months ago. Tower observed and sent aircraft on approximately 1/2 mi final on a go around. Cleared for takeoff. Upon arrival in orf I called phf tower and discussed the situation with the controller, who was very understanding but said he would have to file a report. Phf tower controllers and local FAA officials said this happens many times every week and is a big problem due to the fact the hold line has been moved.

Title: TAXI PAST HOLD LINE AND ONTO ACTIVE RWY WITHOUT CLRNC.

Narrative: WHILE TAXIING TO RWY 7 FOR TKOF I ROLLED ACROSS THE HOLD LINE WHILE SWITCHING RADIOS FROM GND TO TWR AND TURNING OFF THE TAXI LIGHT FOR LNDG ACFT. PHF TWR CTLRS AND LCL FAA OFFICIALS SAID THIS HAPPENS MANY TIMES EVERY WK AND IS A BIG PROB DUE TO THE FACT THE HOLD LINE HAS BEEN MOVED.
