Narrative:

On an IFR flight plan from hrl to tlc. Approaching tlc VOR, we were cleared for a visibility approach and handed off to the tlc tower. On initial contact the tower instructed us to report on short final. The captain entered a left downwind for runway 33 turned base and final. On final I requested the winds, the tower issued the wind information, we continued the approach and landed. During the landing rollout the tower announced 'you landed west/O clearance'. After securing the aircraft I made a personal visit to the tower, the tower operator told me that this was the third time that one of our company airplanes had landed west/O a clearance and that he would report it to his superior. I realize that it is the pilot's responsibility to ensure that he has been issued a clearance before landing, however, I believe that the procedures used at tlc tower of requiring the pilots to report during the busiest phase of an approach, on short final, before issuing a landing clearance can lead to pilots forgetting to report and therefore many lndgs west/O appropriate clearance, as evidenced by the fact that 3 of our airplanes landed at tlc west/O a clearance in a 2 week period. I have no knowledge of this ever happening anywhere else. The WX was VMC, there was no other traffic in the airport traffic air traffic area. Was the tower operator keeping track of our progress? If he was, did he allow us to land west/O a clearance? On my personal visit to the tower the operator told me that many pilots just 'come down here and think that they could just do things their own way'.

Title: ACR LGT LNDG WITHOUT CLRNC AT FOREIGN ARPT.

IF HE WAS, DID HE ALLOW US TO LAND W/O A CLRNC? ON MY PERSONAL VISIT TO THE TWR THE OPERATOR TOLD ME THAT MANY PLTS JUST 'COME DOWN HERE AND THINK THAT THEY COULD JUST DO THINGS THEIR OWN WAY'.
