Narrative:

Conditions high winds; rain; mist on runway from previous takeoff. Cleared for takeoff on 19R; and as we were airborne around taxiway G or H; don't recall; we noticed the tail of the previous landing aircraft was hanging well past the hold short line of the runway. In other words; they had stopped with tail infringing on space of runway. Due to distance; wind/rain; we could not tell this from our position while on the runway waiting for takeoff. Due to the angle/parallax; I doubt tower could tell how significant the incursion was from their position either. I would guess the last 1/4 of the tail was past the hold short/incursion bar.
