Narrative:

Situation exists for entry into nat mnps without clearance. The position in question is where three firs join sal, canaries, and santa maria. There was no overlap of frequencys (no evidence of either control monitoring the other's xmissions). In attempting to contact santa maria prior to fir I was transmitting on HF 8861. Santa maria monitors 8864 but no controller responded that I was on the wrong frequency. Other santa maria frequencys were unusable. By the time I contacted santa maria for an oceanic clearance into nat mnps, I had already crossed into the santa maria cta/fir. Clearance was received and flight continued without incident.

Title: HVT ENTERED SANTA MARIA FIR WITHOUT CLRNC.

Narrative: SITUATION EXISTS FOR ENTRY INTO NAT MNPS WITHOUT CLRNC. THE POSITION IN QUESTION IS WHERE THREE FIRS JOIN SAL, CANARIES, AND SANTA MARIA. SANTA MARIA MONITORS 8864 BUT NO CTLR RESPONDED THAT I WAS ON THE WRONG FREQ. OTHER SANTA MARIA FREQS WERE UNUSABLE. BY THE TIME I CONTACTED SANTA MARIA FOR AN OCEANIC CLRNC INTO NAT MNPS, I HAD ALREADY CROSSED INTO THE SANTA MARIA CTA/FIR. CLRNC WAS RECEIVED AND FLT CONTINUED WITHOUT INCIDENT.
