Narrative:

I was working LC2 when my first aircraft on final a [twin engine beechcraft]; requested to land runway 20R. I coordinated with LC1 for this request; he approved it; so I then changed the [twin] to land on the parallel runway. There was a B737 holding between the runways at the time; and it appeared to the B737 pilots that the baron had overflown the B737. I would recommend that the [twin] pilot had not waited so long to change his flight path. He was given clearance to change runways at about 1 mile final; but was a little slow on the turn; which then made the B737 pilot think that he had been overflown.

Title: A Tower Controller and B737 flight crew reported that a twin engine Beechcraft pilot overflew the air carrier aircraft at very low altitude while side-stepping to the parallel runway.
