Narrative:

Parked aircraft on the ramp at sju customs. Upon returning found FAA inspector examining outside of aircraft. I checked his identify to verify identity (FAA) and he informed me my right temperature compartment heater circuit breaker was in the wrong position (item was deferred and had sticken). I had entered the aircraft and checked the interior and logbooks without my permission or any of my company people present.

Title: RAMP CHECK OF ACR SMT BY FAA INSPECTOR.

Narrative: PARKED ACFT ON THE RAMP AT SJU CUSTOMS. UPON RETURNING FOUND FAA INSPECTOR EXAMINING OUTSIDE OF ACFT. I CHKED HIS IDENT TO VERIFY IDENTITY (FAA) AND HE INFORMED ME MY RIGHT TEMP COMPARTMENT HEATER CIRCUIT BREAKER WAS IN THE WRONG POS (ITEM WAS DEFERRED AND HAD STICKEN).
