Narrative:

Flight phx-lax was on a 10 mi straight-in ILS 24R approach when air carrier Y approached from the south. Our flight had been cleared for the ILS 24R at 190 KTS. Air carrier Y was cleared #2 to follow our aircraft at 180 KTS. Air carrier Y reported our aircraft insight. As we made visibility contact with air carrier Y we could see they were on an intercept heading with us at a high speed. At this time I turned right off the localizer to maintain visibility sep. Also lax approach told air carrier Y to turn left 220 degrees and asked what their speed was (210 KTS reported), at which time lax approach changed air carrier Y's clearance to, 'cleared visibility 24L.' after landing I called the lax TRACON and talked to the supervisor. He informed me that air carrier Y was given the instructions by the controller too late to respond and that they were very sorry for the irregularities.

Narrative: FLT PHX-LAX WAS ON A 10 MI STRAIGHT-IN ILS 24R APCH WHEN ACR Y APCHED FROM THE S. OUR FLT HAD BEEN CLRED FOR THE ILS 24R AT 190 KTS. ACR Y WAS CLRED #2 TO FOLLOW OUR ACFT AT 180 KTS. ACR Y RPTED OUR ACFT INSIGHT. AS WE MADE VIS CONTACT WITH ACR Y WE COULD SEE THEY WERE ON AN INTERCEPT HDG WITH US AT A HIGH SPD. AT THIS TIME I TURNED RIGHT OFF THE LOC TO MAINTAIN VIS SEP. ALSO LAX APCH TOLD ACR Y TO TURN LEFT 220 DEGS AND ASKED WHAT THEIR SPD WAS (210 KTS RPTED), AT WHICH TIME LAX APCH CHANGED ACR Y'S CLRNC TO, 'CLRED VIS 24L.' AFTER LNDG I CALLED THE LAX TRACON AND TALKED TO THE SUPVR. HE INFORMED ME THAT ACR Y WAS GIVEN THE INSTRUCTIONS BY THE CTLR TOO LATE TO RESPOND AND THAT THEY WERE VERY SORRY FOR THE IRREGULARITIES.
