Narrative:

Cleared for the ILS R35 in lihue on a night approach. Upon T/D and rollout noticed men and equipment along the sides of the runway at the departure end. The approach lights to the runway were on maximum intensity and the flight crew was unable to dim the lights. The components of the ILS approach were all functional. With the approach lights at maximum intensity and all the aircraft lights on, the crew landed on the 1000' marker only to discover the runway lights were out. The crew's night vision had been impaired by the bright approach lights and did not notice the runway lights were out until T/D was about to occur. After rollout, we advised ZHN of the men and equipment in lihue and they informed us that they never had any information about this, and also advised other aircraft on approach. I feel if a runway is being worked on that at all times the controling ATC facility should be made aware of when the runway is occupied and when it is clear. All pilot NOTAMS for this evening show lihue runway 35 operational. I also feel if a arwy is to be closed, the ILS component and approach lights should be inoperative! This could have been a serious incident had the ground crew working at lihue not seen our aircraft making the approach and cleared the runway of their equipment. Callback conversation with reporter revealed the following: reporter states, 'the glare of the approach lights in a light haze at night was so great we never saw runway lights and did not realize they were not operating. Should have been suspicious when we could not control the intensity of the approach lights. Had a conference with our operations people the next morning re: the incident. FAA is investigating why no NOTAM was issued. Allegedly the airport manager did not know the runway work was taking place that night. Pilot safety committee is pursuing several irregularities at lih. Center controller sounded panic-stricken when we told him about the men and equipment and he had no NOTAM.

Title: FLT CREW OF MLG ON APCH TO LIH UNABLE TO CONTROL APCH LIGHTS FROM COCKPIT LANDED AND THEN NOTED RWY LIGHTS NOT OPERATING. NOTED WORKMEN AND EQUIPMENT THAT HAD CLEARED RWY FOR THEIR LNDG. NO NOTAM.

THE APCH LIGHTS TO THE RWY WERE ON MAX INTENSITY AND THE FLT CREW WAS UNABLE TO DIM THE LIGHTS. THE COMPONENTS OF THE ILS APCH WERE ALL FUNCTIONAL. WITH THE APCH LIGHTS AT MAX INTENSITY AND ALL THE ACFT LIGHTS ON, THE CREW LANDED ON THE 1000' MARKER ONLY TO DISCOVER THE RWY LIGHTS WERE OUT. THE CREW'S NIGHT VISION HAD BEEN IMPAIRED BY THE BRIGHT APCH LIGHTS AND DID NOT NOTICE THE RWY LIGHTS WERE OUT UNTIL T/D WAS ABOUT TO OCCUR. AFTER ROLLOUT, WE ADVISED ZHN OF THE MEN AND EQUIP IN LIHUE AND THEY INFORMED US THAT THEY NEVER HAD ANY INFO ABOUT THIS, AND ALSO ADVISED OTHER ACFT ON APCH. I FEEL IF A RWY IS BEING WORKED ON THAT AT ALL TIMES THE CTLING ATC FAC SHOULD BE MADE AWARE OF WHEN THE RWY IS OCCUPIED AND WHEN IT IS CLR. ALL PLT NOTAMS FOR THIS EVENING SHOW LIHUE RWY 35 OPERATIONAL. I ALSO FEEL IF A ARWY IS TO BE CLOSED, THE ILS COMPONENT AND APCH LIGHTS SHOULD BE INOP! THIS COULD HAVE BEEN A SERIOUS INCIDENT HAD THE GND CREW WORKING AT LIHUE NOT SEEN OUR ACFT MAKING THE APCH AND CLRED THE RWY OF THEIR EQUIP. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING: RPTR STATES, 'THE GLARE OF THE APCH LIGHTS IN A LIGHT HAZE AT NIGHT WAS SO GREAT WE NEVER SAW RWY LIGHTS AND DID NOT REALIZE THEY WERE NOT OPERATING. SHOULD HAVE BEEN SUSPICIOUS WHEN WE COULD NOT CONTROL THE INTENSITY OF THE APCH LIGHTS. HAD A CONFERENCE WITH OUR OPERATIONS PEOPLE THE NEXT MORNING RE: THE INCIDENT. FAA IS INVESTIGATING WHY NO NOTAM WAS ISSUED. ALLEGEDLY THE ARPT MGR DID NOT KNOW THE RWY WORK WAS TAKING PLACE THAT NIGHT. PLT SAFETY COMMITTEE IS PURSUING SEVERAL IRREGULARITIES AT LIH. CENTER CTLR SOUNDED PANIC-STRICKEN WHEN WE TOLD HIM ABOUT THE MEN AND EQUIP AND HE HAD NO NOTAM.
