Narrative:

I would recommend the inclusion of a note to have crews call the airport prior to departure to ascertain the runway conditions. It seems that trk will not issue a runway condition NOTAM unless the conditions render the airport closed. No NOTAM was issued on this day. We expected and calculated reduced runway friction landing performance prior to arrival upon receipt of a braking action report by unicom. We did not notice any reduced braking action on the runway in part due to use of thrust reverse engine power. However; once we taxied onto the taxiway reduced friction was clearly noticeable. We continued our taxi onto the ramp at a gingerly pace. The taxiway and ramp were covered in black ice. Trk does not provide for any treatments of its surfaces. Trk personnel said they believed the contamination would be melted within about an hour after our arrival. The contamination did melt less than an hour after our arrival. It seems that the personnel's experience can be taken into account for future operations. Furthermore; and with the contamination in mind; operations without operating thrust reversers into trk in the winter should maybe be reviewed.
