Narrative:
I gave aircraft X an approach clearance to maintain 3400 feet until established. I thought I heard him read back 3400 feet. During the readback I was getting relieved. I noticed the low altitude alert sounding and asked the aircraft if they had the ground in sight. They said they did have the ground in sight; but responded they were climbing.this happened during the start of a relief briefing; I would recommend that I should be more alert during relief briefings.

Title: EUG Tower Controller reported receiving a low altitude alarm during a relief briefing after clearing an aircraft for an approach.
