Narrative:
Aircraft X was in level flight approaching roc VOR. I was scanning and noticed a target indicating a beacon code appear near or over roc and level 29000 feet. I evaluated and noticed what appeared to be the target correlating and I issued a traffic alert and turned aircraft X 30 degrees right for traffic. I discussed the traffic alert and we determined amongst the other controllers in the area that it was a 'ghost' target of a departure from roc. I advised aircraft X of this and further explained there was no event here (my words) and recleared aircraft X to ZZZ. I do not remember a target showing up level at 29000 feet from on the ground.

Title: ZOB Controller observed a false aircraft target at 29;000 feet in the path of another enroute aircraft.
