Narrative:
Normal ILS 24, upon T/D, when all tires were on the ground. Selected beta for deceleration. Once the power levers were over the gate I discovered I had no beta from the propellers. I notified the captain. He initiated a go around, but engines would not respond quickly enough. Captain aborted the takeoff. Captain applied full braking and beta did not function again. We encountered blowing snow the last 1/3 of the runway and this prevented efficient braking. Slid off the runway about 60'. Shut down and called the unicom to notify them of the situation. Contributing factors: no beta range for deceleration, blowing snow on the runway, high crosswind of 20+ KTS, and no procedure exists for this kind of situation. 3 days after the incident company mechanics were testing the power levers when one of the cables broke. They found where it had frayed and said it caused the binding I felt when selecting beta and when the captain selected go around power.

Title: LTT GOES OFF END OF RWY AS REVERSERS FAIL TO OPERATE AND BRAKING IS INEFFECTIVE ON A SNOW-COVERED SURFACE. ACFT NOT EVACUATED.
Narrative: NORMAL ILS 24, UPON T/D, WHEN ALL TIRES WERE ON THE GND. SELECTED BETA FOR DECELERATION. ONCE THE PWR LEVERS WERE OVER THE GATE I DISCOVERED I HAD NO BETA FROM THE PROPS. I NOTIFIED THE CAPT. HE INITIATED A GAR, BUT ENGS WOULD NOT RESPOND QUICKLY ENOUGH. CAPT ABORTED THE TKOF. CAPT APPLIED FULL BRAKING AND BETA DID NOT FUNCTION AGAIN. WE ENCOUNTERED BLOWING SNOW THE LAST 1/3 OF THE RWY AND THIS PREVENTED EFFICIENT BRAKING. SLID OFF THE RWY ABOUT 60'. SHUT DOWN AND CALLED THE UNICOM TO NOTIFY THEM OF THE SITUATION. CONTRIBUTING FACTORS: NO BETA RANGE FOR DECELERATION, BLOWING SNOW ON THE RWY, HIGH XWIND OF 20+ KTS, AND NO PROC EXISTS FOR THIS KIND OF SITUATION. 3 DAYS AFTER THE INCIDENT COMPANY MECHS WERE TESTING THE PWR LEVERS WHEN ONE OF THE CABLES BROKE. THEY FOUND WHERE IT HAD FRAYED AND SAID IT CAUSED THE BINDING I FELT WHEN SELECTING BETA AND WHEN THE CAPT SELECTED GAR PWR.
