Narrative:

While climbing out washington center assigned 12;000 ft. We had set up the autopilot to climb and level off at that altitude. Approaching 10;500 ft ATC advised us of VFR traffic descending from 1;500 ft above us. We made visual contact with the aircraft and I selected altitude hold and leveled off at 10;900 ft. Seconds later we received an RA to climb at 2;000 fpm to comply. We did not comply; because doing so would have caused a collision with the other aircraft that had stopped its descent when they had seen us.the other aircraft had been IFR and wanted to start a descent. ATC denied their descent. They then canceled IFR and started their descent anyway causing the close encounter we experienced. (This was relayed from washington center after the incident). Maintained altitude below other traffic instead of complying with the RA which I felt was going to cause a collision with the other aircraft.

Title: EMB-145 Captain reported deliberately ignoring TCAS RA instructions because he felt they would have caused a midair collision.
